The hand rails do not fold flat, but over all, it folds fairly flat. We are huge fans so far!

The railings on the side assist in claiming up and down, but they also serve as a balance point that I lean on slightly as I work, which helps me to be more steady. The top railing is a safety feature in case I lose my balance I can always quickly reach down and grab that. The steps are wide and deep making it comfortable even being barefoot. On top of all that, it's the easiest step ladder I've ever had to put up and take down. It's effortless.
